Energy Efficiency & Conservation Block Grant

Carver County received $365,800 through the Energy Efficiency and Conservation Block Grant (EECBG) Program to fund energy conservation efforts in county buildings and to develop a public education campaign and a comprehensive energy plan.

A significant portion of the funds will be used to retrofit county buildings to cut energy costs. Digital controls for heating, ventilation and air conditioning systems will be installed at three county buildings, with one of the facilities receiving new wall insulation. Additionally, grant funds will be used for window and door replacements in two buildings.

An energy performance audit of county-owned buildings prior to this grant opportunity provided Carver County with a long list of needed energy efficiency and conservation projects. The EECBG funding will be used for additional projects that were identified in the audit but not included in the county's budget.

As part of the grant project, the county will create a three-year education campaign on energy efficiency, conservation and renewable energy for residents, businesses and employees. The campaign will offer information about the retrofits to county buildings and educational tools and information residents and businesses can use to cut energy costs. 

Grant funds will also be used to develop a long-term comprehensive energy plan. The scope of the plan will include energy issues for county buildings and employees, as well as local residents and businesses. EECBG funds will be used to hire an energy consultant to undertake research and provide technical expertise and recommendations.

The funding for the county project is part of the $3.2 billion in funding for the EECBG program appropriated by American Recovery and Reinvestment Act (ARRA) of 2009. The EECBG program provides federal grants to units of local government, Indian tribes, states, and U.S. territories to reduce energy use and fossil fuel emissions, and for improvements in energy efficiency. It is administered by the Office Weatherization and Intergovernmental Program in the Office of Energy Efficiency and Renewable Energy of the U.S. Department of Energy (DOE).

Minnesota will receive a total of $37,359,500 in block grant funds. The Office of Energy Security (OES) will receive $10,644,100 of the state's allocation. As required by law, 60 percent of the OES award will go out to small cities and counties throughout the state.
